Absolutely. Identifiable user information is only shared once terms and conditions are agreed when signing into the Wi-Fi.  All other, non-identifiable information is completely anonymous and will be automatically shared.
Installation costs are waived if you commit to an annual term. Monthly commitments require a one time installation fee of $150.
Yes. Radius is a device that allows you to collect information from Wi-Fi users, but you still need to have internet available for it to work.
